Raymond was born in the year, 1915, on September 5th, in El Paso, Texas. He recently passed away on March 8th, of 2013, in Sherman Oaks, California. He was married to his wife for 65 years, Delfina, until she died he became a widower. In his early years he was educated as an accountant at the United States Department of Justice for eight years.
At the age of 26, in 1941, he was drafted into the Army, then bravely served in the US Army Air Force where he became Chief of the Lend-Lease Program for both the Central and South America. Finally Telles left the US Army Air Force as a Major.
Raymond received the Order of the Southern Cross from Brazil, the Peruvian Flying Cross, the Mexican Legion of Merit, and the Columbian Wings in recognition of the Lend-Lease Program.
Telles assisted several Latin American and Mexican presidents visiting the US. He also aided presidents Harry S. Truman and Dwight D. Eisenhower while they were visiting Mexico City.
At the age of 33, in 1948 he was elected county clerk in El Paso county, Texas.
Telles was recalled to military in 1951, when he was 36. He was the Executive Officer of the 67th Tactical and Reconnaissance Group, for the USAF. (United States Air Force)
In 1957, after the war, Raymond was given the responsibilities mayor of El Paso and continued to run as mayor for a second term, unopposed (1959-1961). President John F. Kennedy appointed Raymond as Ambassador of Costa Rica. Then in 1967, after John F. Kennedy’s assassination, president Lyndon B. Johnson appointed him Chairman of the US-Mexican Border Commision.
In 1971 president Richard Nixon appointed Telles Chairman of the Equal Employment Opportunity Commission for the US. Finally Raymond L. Telles passed away on March 8th, 2013, in Sherman Oaks, California.
